The number of people who inject drugs (PWID) in SA is estimated at 67,000, with an estimated HIV prevalence of 19%. These data, however, may not reflect the true extent of the problem and risky sexual behavior, and warrants additional investigation. The SA NSP includes PWID in their list of high-risk populations, but there are no free health services that provide the recomended core components of a harm reduction package. CDC, through an implementing partner, is initiating a PWID demonstration project, which will lead to a comprensive integrated behavioral and biological survey in FY 2015. The United Nations Office of Drugs and Crime (UNODC) will support the demonstration project and work closely with the researchers conducting the IBBS and service providers implementing the demonstration project.

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
